Speaking of the RM22. I'm imagining it's fixed as that seems to be common, cathode being not so?

To my knowledge all the Egnater and Randall modular amps are fixed bias hence the test points and adjustment on the back. For RM20/22 you’ll use EL84 and bias between 15-20mV.
A cathode bias amp would be something like a Vox AC30, Fender Blues Jr, etc.
I wouldn’t necessarily say one is more popular than the other as you can find many examples of both.
