Why are the fuse holders out? If you replace them does the amp function as it should with all tubes working? Would like to confirm if it's 100% functional. Do you still have the fuse holders?

I pulled the two outside btubes and fuse holders because I was running it at half power. Some how I've managed to lose one of the fuse holders but it is 100% functional.
